The blower motor fan is controlled by the blower motor resistor.Its the resistor which controls the fan on respective speed which you select.But if the resistor goes faulty,then it will not be able to set the required speed which you set for fan,so it works on high speed only. In this case you will have to replace the blower motor resistor. Check fog for the location of blower motor resistor location:- see part number 8 in the diagram below. The blower motor resistor is located next to blower motor under the dash.Its fitted with 2 screws and a wiring connector.You have to remove the screws and wiring connector and take the resistor out and place the new resistor in same position and connect the connector as well as screws.

The lower speeds are accomplished by running the power supply through various resistors that drop the voltage which makes the blower turn at different speeds. The lowest setting uses all the resistors to drop the voltage as much as possible to turn the blower as slow as possible. High speed uses no resistors so the blower gets full power and turns as fast as possible. Since speed 1 and speed 2 use the speed 3 resistor to drop there voltage and speed three is not working as well my guess is the speed three resistor is burnt out in the device referred to as the blower motor resistor or blower motor speed control module.
This is located near the blower motor and is held in place with 2 screws. There will be several wires and possibly two connectors plugged into it. These are really common failures in many vehicles. If you have the manual, in there it will tell you what color is what speed on the blower motor.
Then you should have a wire on heat h, a wire on cool h, and two wires on park terminals. Say Red is medium/lo, and you want that fan speed set for the heat, then you should be able to place the Red on heat h, and the wire that comes off of that terminal plugs back into park. Sometimes it doesn't sound like a difference when there is too, it;s fooled me a couple of times.

Well it could be the timer or it could be the motors other high speed winding has gone bad. You will need to find a wiring diagram to figure out which wire is the high speed winding and verify whether you are getting power there when the timer is supposed to be making it run in the hi speed setting.
